These Twitter rankings are lists of rankings of active Twitter accounts per language, and are based on the following behavior of other active accounts in the same language. We are
continuously searching for active accounts and the accounts they follow. These accounts are qualified by language and tweet frequency. If these followed accounts are active, they can be randomly
selected to check which accounts they follow. By taking many samples we can find accounts that appear frequently or less frequently as a followed account, and they can be ranked by language accordingly.
Because of this method, inactive accounts are not ranked, and neither do we check who these inactive accounts are following. And because we check by language, followers of large international
accounts are only relevant by language. The highest ranked account by language is therefore an account that tweets (at least partially) in a that language with the most active followers who
also tweet in that same language.
